As the UGC and MHRD, Govt. of India in their recommendations have proposed in specific terms that State level planning and coordination of Higher Education should be done through State Council of Higher Education set up as statutory bodies. In pursuance of this significant recommendation the Govt. of Uttarakhand established a State Higher Education Council by an executive order (G.O. No. 768/XXIV(7)/ 29(1)2013 dated 28-2-2015).The U.P. State Council of Higher Education Act 1995 is applicable to Uttarakhand under section 86 of U.P. Reorganisation Act 2000. SHEC has been registered in the State as a Society under Society Registration Act 1860.

Memorandum of Association

(1) Name of the Society:

The name of Society is “Uttarakhand Uchch Shiksha Parishad” ( here in after referred to as “The Parishad”)


(2) Area of operation:

The area of operation of the society in the State of Uttarakhand.

(3) Location:

The registered office of the Parishad is locate in Uttarakhand at Doon University Dehradun.


(4) Objects:

The Parishad is act as an autonomous and independent body for implementation of any type of educational projects sponsored by Government of India/ Government of Uttarakhand including Rastriya Uchchatar Shiksha Abhiyaan sponsored by Ministry of Human Resource Development, Government of India. The Parishad shall also function as a societal mission for bringing about changes in all branches of higher education to attain higher level of access, equity and excellence with greater efficiency, transperancy, accountability and responsiveness. The following specific objects shall be pursued by the Parishad:

  • Improve the overall quality of existing higher educational institutions by ensuring their conformity to prescribed norms and standards.
  • Adoption of accreditation as a mandatory quality assurance framework.
  • Usher transformative reforms in the higher education system by creating a facilitating structure for planning and monitoring.
  • Ensure governance, academic and examination and other reforms and establish backward and forward linkages between education and the job market.
  • Expand the institutional base by creating additional capacity in existing institutions and establishing new institutions in un-served and underserved areas.
  • Undertake reforms in the affiliating system.
  • Ensure adequate availability of quality faculty in all higher educational institutions and ensure capacity building at all levels.
  • Create an enabling atmosphere in institutions to facilitate research and innovation.
  • Integrate the skill development efforts of the government through optimum interventions.
  • Correct regional imbalances in access to higher education.
  • Improve equity in higher education by providing adequate opportunities to socially deprived communities; promote inclusion of women, minorities, SC/ST/OBCs and differently-abled persons.
  • To identify and fill up the critical infrastructure gap in higher education   by augmenting and supporting the efforts of the State Government.
  • Clearly define role of State government’s vis-à-vis higher educational institutions.
